Nicole Alvarez is a Senior Policy Analyst on the Technology Policy team at the Center for American Progress (CAP), where she develops forward-looking policies to address the challenges and opportunities posed by emerging technologies. Committed to fostering innovation that respects user privacy and promotes social equity, Alvarez works to ensure these technologies are both safe and inclusive.
Her work encompasses crafting comprehensive policy recommendations and frameworks that not only mitigate risks such as algorithmic bias but also ensure transparency and the development of safe and effective AI systems. She focuses on creating accountability measures for AI developers and deployers, emphasizing the need for clear standards that prioritize ethical design, equitable outcomes, and robust oversight. She also leads CAP’s data privacy portfolio, driving initiatives to strengthen privacy protections, enhance data governance, and promote responsible data practices that center user rights and equity.
Alvarez holds a Juris Doctor from Pennsylvania State’s Dickinson Law and a bachelor’s degree in Psychology from Penn State University, grounding her work in both legal and human-centered perspectives.
